TRANSLATION
Proclamation wich the rebel Joseph Tupac Amaro ordered to be published
in Peru, in the year 1784.
Don Joseph the First by the Grace of God, Inca of Peru, Santa Fe, Quito,
Buenos Aires and the Continent on these South Seas, Duket of the Superlative,
Lord of the Cesares and Amazonas with Dominious in the Great Paititi, Commis-
sary distributer of the Divine Piety Inheritance.
Where as it has been decided by our Council upon repeated occasions
either impublic as well as private and long deliberated meetings, that the Kings of
Castilla have kept and Usurped Us of the Crown an Dominion of our People for
near three Centuries and have clogged our subjects with the insuportable burdens
of Taxes, Excise, Tributes, Fees, Customhouse Duties, Alcavalas, Catastros, Estan-
ques, Tithes, Vice Kings, Audiencias, Corregidores, an other Ministers all of the
same stamp in respect to Tyranny and whose administration of Justice is alwais in
favor of those who offer an pay the most, as if it were sold ay public auction, to the
highest Bidder, employing Scriveners of the same faith; including in likemonner
the disposal of Eclesiastical Beneficies and secular Employments without the least
fear of the Almighty, and as wild beast harressing the natives of the Kingdom, and
commiting murders on those only who knew not how to steal an rob, all wich is
whorty of the most serious consideration.
Therefore, as the just and general clamourshave reach to heaven, we do
hereby, in the name of the most powerful Gol, order and command that no Con-
tribution of Pension whatsoever he hereafter attended to, nor obedience paid to
any of the intruded European Ministres, but that due respect be only paid to the
Ecclesiastics, giving them the Tithes and Premise do the Church of God, and the
Tribute and Fith to your native Lord an King, and this to be observed with all due
moderation and for the quick remedy and safequard of all the abovesaid; we do
hereby command to reiterate and publish the allegience pais to our Royal Crown
in all cities, Towns, and Villages of our Dominius, acquainting us as soon as
