I inclose your Lordships Copy of the Proclamation issued by Don Joseph
Tupac Amaro - The allegations therein contained carry the appareance of unde-
naible facts; - in short, the whole seems to be curious, and must intime prove very
serious.

I should be very happy to have a quarter of an hour’s conversation with
your Lordships at any time it suits your conveniency, and I have the honor to be
with the utmost respect.
