The Bureau is responsible for the administrative management of Congress and for presiding over the debates on the Plenary Session floor, and in both the Permanent Assembly and the Executive Council.  It is also entitled to the official representation of Congress in protocol events. The Bureau is composed of the President of Congress and three Vice Presidents.

The Bureau oversees Congress management under the administrative and financial policies it has prescribed, according to the guidelines adopted by the Plenary Assembly and the Executive Council.

Furthermore, it appoints high-ranking officers of Congress upon the recommendation of the Secretary General, informing about it to the Executive Council.  It also authorizes the hiring of services and conducts competition-based staff recruitment. The Bureau is entitled to appoint and contract personnel (professionals, technicians and supporting staff) necessary for the smooth operation of parliamentary activities. Finally, it approves the congressional budget and the General Account of Congress before their submission to the Plenary Assembly by the President.
