He was born in Lima in 1945
He is married to Ms. Zannie Zavala de Sandoval, and has four children.
He pursued his college studies at the Pontificia Universidad Catolica del Peru, at the University of Piura, and at Edmund A. Welsh School of Foreign Service at Georgetown University, Washington D.C. USA, respectively.
In 1992, he was elected as representative of the Democratic Constituent Congress that approved the current Political Constitution of Peru.
He was re-elected as Congressman of the Republic for the 1995-2000 term.
During his parliamentary work, he was elected to the following positions: Vice President of the Congress; Member of the Executive Council; Member of the Permanent Commission; Chairman of the Committe on Labor and Social Security; Chairman of the Committee on Environment, Ecology and the Amazon Basin; Vice Chairman of the Committee on Economic Affairs; Vice Chairman of the Committee on Education, Culture and Sports. He is a current member of the Committee on the Constitution and Regulations of the Congress.
He was elected Chairman of the Committee on Foreign Affairs in four legislatures, office that he holds to date.
He is a current member of Consultative Commission of the Ministry of Foreign Affairs.
At international level, he was elected Chairman of the VII Annual Meeting of the Asia-Pacific Parliamentary Forum, Co-Chairman of the Executive Committee and Chairman of the Technological Committee. Likewise, he was elected Co-Chairman of the Meeting of Chairmen of Foreign Affairs Committees of Parliaments of member countries of the Organization of American States, met to institutionalize the Parliamentary Forum of the Americas.
He was decorated by the Government of the Republic of Bolivia with the medal El Condor de los Andes in the grade of Great Cross, by the Government of the Republic of Ecuador with the National Order to the Merit in the grade of Great Cross, and by the Government of the Republic of Brazil with the National Order Cruzeiro do Sul in the grade of Great Cross.
He has edited several publications related to parliamentary activities.
