(Board por Bureau)

The Bureau shall be responsible for the administrative management of Congress and for presiding over the debates on the floor, in the Permanent Assembly and Executive Council.  It is also entitled to the official representation of Congress in protocol acts.   The Bureau is composed of the President of Congress and three Vice Presidents.

 The Bureau is also responsible for overseeing Congress management under the administrative and financial policies prescribed by itself, according to the guidelines adopted by the Plenary Assembly and the Executive Council.

Furthermore, it shall appoint high-ranking officers of Congress upon the recommendation of the Secretary General, informing to the Executive Council.  It shall authorize to hire services and to conduct competition-based staff recruitment.  The Bureau is entitled to appoint and to contract of personnel (professionals, technicians and supporting staff) necessary for the smooth operation of parliamentary activities.   Finally, it shall approve the congressional budget before its submission to the Plenary Assembly by the President.
