(Official list of members of Executive Council)

The Executive Council is composed of the members of the Bureau and representatives of Parliamentary Groups, called Executive-Spokespersons, elected by their own group.  Each regular Executive-Spokesperson shall have a substitute from his/her parliamentary group.  The  membership of the Executive Council shall reflect the same proportion of parliamentary groups as is in the allocation of seats on the floor of Congress.  The Council has the following powers and duties:

This council has the following powers and duties:

1. To conclude agreements and to make the necessary arrangements for the smooth conduction of activities in Congress.
2. To approve the congressional budget, before submitting it to the Plenary Assembly by the President.
3. To receive periodical reports from the Bureau, Secretariat General and Internal Audit Office about the conduction of parliamentary process, administration, and state of the economy of Congress.
4. To receive reports about the policy on staff management and economic resources and administrative regulations, as well as the implementation of  public biddings for execution of works or the procurement of goods and services.
5. To approve the calendar for each Plenary Assembly sitting, by detailing the bills to be discussed in the order of business.  All Members of Congress shall be informed of calendar at least 24 hours before the commencement of the sittings.
6. To fix floor time for debating calendar items of Plenary Assembly. If debate does not cover all of the business, the Council prepares a new calendar.
7. To adopt legislative work plans, list of committees and any other plan or project aimed to facilitate or improve the smooth operation of sittings and of Congress in general.
8. To grant special decorations and awards.
9. To grant leaves of absence for sickness or travel requested by Members of Congress, not exceeding the 10% limit of the legal membership, or the 20% limit in special cases duly justified.  This rule does not apply in the case of the second paragraph of Article 92 of the Constitution.
10. To grant permission in special cases set forth in the second paragraph of Article 92 of the Constitution.
11. To appoint the Secretary General upon recommendation by the President, and informing Members during the Plenary Assembly.
12. Other functions set forth elsewhere in the Standing Rules, and those charged by the Plenary Assembly.
